Abstract

This study tries to explain the political communication in the preparation Prolegda Riau Province 2015 phenomenon that occurs in the community is the information regarding the preparation of Prolegda not to society, causing a lack of community involvement in the preparation of this Prolegda Riau Province. To answer the questions in this article, the study used the theory of political communication with a qualitative research approach. Sources of information in this study was obtained from the Regional Secretariat of the Legal Bureau and the Agency Formation Riau Province Regional Regulation Riau Provincial Parliament in the form of primary and secondary data. These results indicate that the political communication used in the preparation Prolegda Riau Province in 2015 was communications group. Riau Provincial Government through the relevant agencies and the DPRD Riau Province (BPPD and the Commission) to capture the aspirations of the community using the media work meetings, hearings and meetings in the field.

Abstract

Regional dissociation or area forming progressively more than of when ratifying of Law Number 22 Year 1999 about Area Governance which later; then revised to become the Law Number 32 Year 2004 is finally revised again become the Law of Number 23 Year 2014. Area forming [in] early independence proclaimedly of independence on 17 August 1945, Indonesia have 8 province, that is Sumatra, Borneo, West Java, Central Java, East Java, Sulawesi, Small Sunda And Moluccas. Until year 2014 in Indonesia have there are 34 Provinsi and 524 Sub-Province / town. Cause factors of the happening of dualisme of public administration is conflict of state line at autonomous era of area in Province Riau, specially between Kampar Sub-Province with the Sub-Province of Rokan Hulu;Upstream is ill defined of coordinate point state line, policy and wrong government administration practice, importance of capital owner, and importance politic. the state line Conflict affect to resident status society becoming double of administration, suffrage society partly becoming to lose, and Conflict of Horizontal and Governmental of public servant. Policy of is set in regional dissociation of Kampar Sub-Province with the Sub-Province of Rokan Hulu ;Upstream of Province Riau require to study various aspect, so that [do] not peep out the regional conflict pasca dissociation. All of importance (stakeholders) expected can realize the society association, and prioritize the society importance from other importances, so that dualisme of public administration can be avoided and existence of clear staus demografi to society of exist in frontier of Sub-Province of Kampar and Sub-Province of Rokan Hulu;Upstream, especially 5 countryside becoming problems in the state line area.

Abstract

This research is intended to find out the role of the regional environmental impact Control Agency of Batam City against the environmental problems that occur in industrial areas namely, Batam city, concerning sustainable development based upon the environment, the activities of the industry now aims to build an economic sector but has a negative effect that is the pollution of the environment. In this case in Batam city frequent occurrence of environmental pollution caused by industrial activity namely with disposal of waste which are not in place. This research is focused on environmental impact Control Agency area of Batam city authorities in the control of the environment . With the outline of the research issues namely how environmental impact Control Agency the role of the Regions in the control of pollution of the environment against industrial activity in Batam city in 2011-2014 and the factors restricting the role of the regional environmental impact Control Agency in controlling environmental pollution in Batam city in 2011-2014. Type of this research is a descriptive i.e. researchers provide a description and overview of the phenomenon or social symptoms examined by independent variables described in a systematic and accurate. Method of data collection is done by means of interviews and the documentation. The results of this research show that the role of environmental impact Control Agency area of Batam city in pollution control against industrial activity carried out according to its function but have not run well in accordance with the goals and targets that have been set. This is not in accordance with the duties and functions of the regional environmental impact Control Agency of Batam city, resulting in less the maximum role of Bapedalda itself in controlling pollution that occurred in Batam city. So it should be should be able to stake Bapedalda holder which is professional in the discharge of pollution control and must be capable of tackling the obstacles faced.

Abstract

This study aimed (1) to find out why the emergence of demands Balance fund and the Regional Financial Center in the form of profit sharing fund (DBH) of oil palm sub-sector. The study also aimed (2) to determine the basis for determining why there needs to be funding the Central and Regional Financial Balance of oil palm sub-sector. In addition, this study also aims. (3) To know how the implementation of the financial balance between the Central Government and the Local Government sub-sector of oil palm plantations located in Riau Province. This study is a qualitative research, the data collection techniques in this research is descriptive analysis. This study uses the documentation and interview with key informants as an object of information that aims to achieve the goal in order to obtain the information in the study. Data used in this study are primary data and secondary data obtained through documentation, and interviews with key informants in this study. The results showed that (1) the motivation of Riau Province to obtain DBH of CPO export duties is, a sense of injustice, in the distribution management of state revenues, especially from sectors this CPO export tax. (2) By adopting the sixth fiscal transfer eligibility criteria commonly used by many countries in the world. namely, otonomi (Autonomy), penerimaan yang memadai (revenue adequacy), keadilan (equity), Transparansi dan stabilitas (transparance and stability), sederhana (simplicity) dan insentif (incentif),, then the state's revenue from export tax for CPO worthy been distributed. (3) since the implementation of the financial balance of the sub-sectors of oil palm plantations, has not reflected the sense of justice of the area.

Abstract

Development progress of Kuantan Singingi Districts gradually from the County expansion to become a County able to compete like this time, not in spite of the role figure h. Sukarmis as the holder of the throne of Government for a little over 2 periods of tenure as Regent Regency Kuantan Singingi. Government recognition from both the provincial or Central Government to Kuantan Singingi County Government under the leadership of H. Sukarmis proved by administering a variety of awards. This study uses qualitative methods that attempt to give you an idea against the circumstances that happened, known by the descriptive study. Descriptive research is the systematic research that gives an overview of facts or characteristics of a particular population are factual and meticulously. This research was conducted at the Office of Regent Regency Kuantan Singingi. In this study the informant for the writer is an observer of politics, community leaders, the head of the Central Bureau of statistics, the head of the BAPPEDA Office staffs, and Regent Regency Kuantan Singingi. The results showed that Mr. H. Sukarmis is a figure of Buapati Regency Kuantan Singingi 2006-2015 which has good leadership, that has a good social vision, the ability of abstract thinking, and have a balance of emotions. Supporting factors that helped the success of the leadership of the Regent H. Sukarmis is a geographical District of Kuantan Singingi is at cross lanes and the condition of natural resources still available and combined with the development of adequate infrastructure so that it is able to move the economy of the community.

Abstract

This study is intended to determine the deforestation reduction policy in Rokan Hilir. This study focused on prevention of deforestation in Rokan Hilir. Deforestation in Rokan Hilir is due to land and forest fires, illegal logging and forest clearing also be used as land conversion. With the formulation of research problems that How deforestation reduction policy in Rokan Hilir and the factors that affect deforestation reduction policy in Rokan Hilir. Based on the above, the study aims to identify and analyze deforestation reduction policy in Rokan Hilir. The research method is qualitative descriptive research data collection was done by interview and documentation. From the results of field research shows in forest fire prevention has not run optimally, it can be seen from the response such as the creation of the canal. Not all districts made canal just a few. Later in the prevention of illegal logging, there is still a lack of law enforcement efforts to make the perpetrators of illegal logging with companies and people still continue to deforestation. Later in the prevention of land conversion has not run optimally. This is evident from the lack of decisive action or sanctions against companies that do encroachment of forest areas and in charge functioned into plantations. The factors that affect the implementation of the policy response to deforestation in Rokan Hilir, through the theory of policy implementation, namely: Target and policy standards, performance policies, resources, communication between implementing agencies, Characteristics implementing agencies, economic environment, social and political and Attitudes implementers. In this study, the authors conclude that the Government Rokan Hilir either through the Forest Service has not been serious in handling the destruction of forests (deforestation) that occurred in Rokan Hilir. But the Government should Rokan Hilir especially its policy making in addressing deforestation in Rokan Hilir.
